Abstract

The article is aimed at examining the impact of the COVID-19 pandemic on international migration and the immigration policies of the main host countries. The authors distinguish three periods in the response of nation states to the outbreak of the virus. The first one (February–March 2020) was securitization. During this period, the public health imperative was placed above economic considerations. The second period (spring 2020 – autumn 2021) was adaptation. The third, in which we now live, could be called routinization. Many countries, with the exception of those with a zero tolerance policy for COVID-19, have chosen to coexist with the virus. The authors demonstrate a significant reduction in migration flows as a direct result of the closure of state borders. Different types of migration have been affected differently by the pandemic. Non-labor market migration (family reunification, humanitarian migration, etc.) suffered the most. The new situation reduced the number of asylum applications (though not the number of refugees themselves).Student migration was initially subject to severe restrictions, but by the end of 2020, many of them were lifted. As for labor migration, despite the draconian measures to reduce it, initially taken in a number of countries, it was soon restored to its previous volumes. The pandemic made it evident how deeply the national economies depend on migration. That is why significant changes were made to immigration policy aimed at full access of migrants to social security systems and the settlement of their legal status.In particular, many G-20 countries, regardless of their political regimes, have introduced measures such as free medical examinations and medical care for migrant workers, including undocumented ones.

2 Столкнувшись с пандемией COVID-19, большинство индустриально развитых государств пошло на беспрецедентные меры по ограничению мобильности. Весной 2020 г. ряд стран практически закрыл свои границы для въезда. Это не могло не повлечь за собой резкого сокращения миграционных потоков. У многих наблюдателей возникло впечатление, что человечество вступило в новую эпоху с точки зрения характера глобальной мобильности вообще и миграционного регулирования в частности. Раздавались голоса о радикальном изменении отношения наций-государств к использованию труда мигрантов и переориентации на национальную рабочую силу [1, ист. 1]. Насколько оправданными оказались подобные прогнозы? В какой мере пандемия вообще повлияла на глобальную мобильность населения? И привела ли она к существенным трансформациям в миграционной политике? Ниже мы попытаемся дать ответ на эти вопросы.
3 Оглядываясь сегодня на поведение большинства государств в ситуации пандемии, можно вычленить следующие этапы реакции на возникший вызов.
4 Этап первый – примат безопасности (с февраля по апрель 2020 г.). Для него характерны жесткие ограничения международной и локальной мобильности: закрытие школ и офисов, полные локдауны и т. д [2]. Очевидно, что это не могло не сказаться на объемах миграционных потоков (об этом подробнее ниже).
5 Практика, однако, показала, что подобная реакция была чрезмерной и не всегда эффективной. Кроме того, статистика демонстрирует отсутствие четкой связи между силой миграционных потоков и числом зарегистрированных случаев заражения. Таким образом, международные ограничения мобильности как таковые не ведут к снижению риска заболевания, а значит – не имеют прямого отношения к решению проблемы нагрузки на систему здравоохранения1. 1. В лучшем случае такие меры могут отложить первоначальный всплеск заболеваемости на две недели.
6 Этап второй – адаптация (с конца весны 2020 до III–IV кв. 2021 г.). В этот период государства разделились на два основных лагеря. Одни придерживались стратегии нулевой толерантности к COVID-19. Их границы были полностью закрыты для въезда (а иногда и выезда), контакты заразившихся лиц отслеживались и т. д.2 Другие пытались найти баланс между интересами безопасности и сохранением экономической активности. В этой группе стран с каждой новой волной ограничения мобильности вводились все позже, неохотнее и лишь при высоких уровнях заражений. Первый подход был более характерен для Восточной и Юго-Восточной Азии, стран Тихого океана, второй – для Европы, Африки и обеих Америк. Отдельно отметим, что подход нулевой толерантности заметно утратил свою актуальность после появления высоко заразных штаммов вируса. Сегодня его применение в отдельных странах обусловлено в первую очередь локальными политическими причинами, а не реальной эффективностью. 2. Наиболее показателен пример Австралии, где значительные ограничения на международную мобильность сохранялись около двух лет, до конца марта 2022 г.
7 Этап третий – сосуществование с COVID-19 (с начала 2022 г.). С появлением высоко заразных штаммов вируса, значительным распространением вакцин и осознанием того, что пандемия – это надолго, развитые страны начинают переходить от сдерживания к рутинизации ситуации3. На практике это означает отмену большей части ограничений и требований, регулярную вакцинацию населения, повышенные инвестиции в здравоохранение и фокусировку на экономическом восстановлении. Такая рутинизация, помимо прочего, требует создания определенной системы социальных гарантий и сервисов, распространяющихся на всех пребывающих на территории той или иной страны независимо от их гражданства и правового статуса. 3. Например, планы “сосуществования” были представлены в Великобритании и Сингапуре [3, ист. 2].
