Abstract

The history of the People's Republic of China over the past four decades is associated with successful economic reforms that have brought China to one of the most influential countries in the world, have become a symbol of the new rise of the East and the advent of the Asia-Pacific region in world geopolitics. Throughout this time, the only area where changes in China were not recorded was the political system and the state system. Hopes that the market economy would create a democratic system corresponding to itself, democratic principles of public life were not justified, the contradiction between a dynamic economy and a conservative political system persisted. The anti-corruption campaign, which marked the inauguration of Xi Jinping, became a major event in the party and political life of China, revealing deep and serious problems in the Chinese state. Its direct consequence was the strengthening of authoritarian tendencies and the beginning of the process of reforming the state system of the People's Republic of China, the creation of a controlling power, which violated the previous tradition of redistribution of power between generations of leaders and within a generation. The focus of Chinese modernization shifted from the economic to the political system, which became the central part of the Chinese model of socialism and the core of the new theoretical system.

НОВАЯ СТРУКТУРА ВЛАСТИ ПРИ СИ ЦЗИНЬПИНЕ

1 Экономическое возвышение Китая стало одним из символов подъема Востока и формирования новой геополитической реальности, которая предоставила общественным наукам еще один ракурс для изучения общественного развития и выяснения причин изменения расстановки сил на мировой арене.
2 Одна из таких фундаментальных причин очевидна: усиливавшаяся в течение нескольких столетий экономическая взаимосвязанность разных частей мира привела к созданию глобального рынка и механизмов использования конкурентных преимуществ, что в конечном счете способствовало сближению уровней экономического развития. Этот процесс шел неравномерно, некоторые страны решали стоящие перед ними задачи более успешно, чем другие. В чем причина такой неравномерности, как устроен механизм развития, какие внутренние факторы на него влияют? Все эти вопросы связаны с другим важным вопросом: как у отстающих народов формируется политическая и историческая субъектность.
3 За последние 100 лет можно привести два примера успешного решения задач социально-экономического развития и формирования новой идентичности.
4 В начале ХХ в. Советская Россия, а в конце столетия Китай продемонстрировали примеры быстрого развития, оказав существенное влияние на ход мировой истории в эпоху глобального доминирования Запада. Формулы успеха реализовывавшихся в обеих странах программ развития при всех различиях имеют целый ряд общих черт. Во-первых, в каждой из стран были созданы собственные, уникальные на момент появления экономические системы, которые позволяли концентрировать ресурсы и таким образом получали возможность конкурировать на наиболее важных направлениях с передовыми в технологическом и экономическом отношении странами. На эту предпосылку развития в первую очередь обращают внимание зарубежные исследователи. Во-вторых, есть и другой важный фактор развития, связанный с особенностями политической системы и государственного строя. Роль данного фактора чаще подчеркивают представители политических элит и обществоведы КНР и СССР/России. Его изучение становится особенно актуальным в связи с интенсивными процессами трансформации в большинстве ведущих стран и вступлением мира в целом в большой переходный период, связанный с широким распространением цифровых технологий, экологическими и энергетическими проблемами и другими вызовами.
5 Переход человечества в новое состояние неизбежно ставит вопрос о новых критериях развития, среди которых эффективность социально-политической организации занимает одно из центральных мест. На протяжении всего периода реформ в Китае наиболее ожидаемым на Западе направлением его развития (и в то же время наименее оправдавшим ожидания) была политическая модернизация. Между тем в течение этого периода в Китае происходили изменения, которые глубоко затронули как политическую систему, так и основные институты государственной власти и управления, а также взаимодействие КПК и государства. Однако эти изменения, зафиксированные в работах отечественных исследователей [1, 2], не вели к демократизации и либерализации общественной жизни.
