Abstract

The article examines the definition of NATO information operations and specifics of their conduct pertaining to certain examples, including those against the Russian Federation. The scientific relevance of the chosen research topic is due to its insufficient study in political science in view of the novelty of the chosen issues. The purpose of this study is to analyze the features of NATO information operations as well as their main international consequences with special regard to issues associated with Russia. This policy analysis is achievable through the application of an interdisciplinary approach to highlighting the various stages of defining NATO information operations through historical, political and psychological analysis of the distinct aspects of such operations. The theory of information operations is based on the works of the classics of political communication, such as G.D. Lasswell and B. McNair, who discussed in detail the tactics of manipulation and propaganda, as well as P. Lazarsfeld and R. K. Merton, C. E. Merriam, T. V. Adorno, and G. Marcuse, whose research is concerned with explaining the spread of ideas through various media in order to influence the mass consciousness within a collective social entity. Among the Russian authors, it is worth noting the works of M.M. Lebedeva on the stereotypes of mass consciousness in the conditions of international conflicts. The research of T.V. Evgenieva can be used as a basic guide to the interpretation of modern information operations. To support their standpoint, the author provides detailed analysis of how information operations can be defined and divided into stages. The analysis is entwined with vivid examples of information operations conduct, particularly, amid NATO humanitarian interventions, the Sergey Skripal attack, the HMS Defender incident and diminishing the USSR’s role in WWII. The author concludes that the deterioration of diplomatic relations is provoked by an overall imperception of the information operations’ definition and the clear laws governing NATO information operations, though some space for activating Russia–NATO cooperation still exists.

ПРИМЕРЫ И ПОСЛЕДСТВИЯ “ИНФОРМАЦИОННЫХ ОПЕРАЦИЙ” НАТО
1 Тема информационных операций, бесспорно, актуальна на сегодняшний день, особенно в контексте бурного развития информационно-коммуникационных технологий (ИКТ) как основного способа поддержания контактов из-за пандемии COVID-19, хотя следует отметить, что сами ИКТ задолго до этого прочно закрепились в жизни общества XXI в.: информационные взаимодействия и операции лежат в основе функционирования современного общества. Верно и то, что в настоящее время координация и осуществление всей внешней политики и международные отношения в целом строятся на восприятии информационных потоков и информационных операций, осуществляемых каждым государством и даже отдельными людьми, активно участвующими в политике. Иными словами, информационные операции сегодня являются одним из важнейших компонентов внешней политики государств и альянсов, эффективно используемым для достижения внешнеполитических целей.
2 Важность осмысления данного феномена подтверждается также огромным интересом к этой теме со стороны не только отдельных исследователей, но и расположенных по всему миру профильных экспертных центров, которые изучают проблемы осуществления информационных взаимодействий и информационных операций. В число таких центров входят: “Экспертный Центр по противодействию гибридным угрозам” (ЭЦПГУ) в Хельсинки1, Объединенный центр передового опыта в области киберзащиты НАТО в Таллине2, Центр стратегических коммуникаций НАТО в Риге3 и Центр передового опыта НАТО по энергетической безопасности в Вильнюсе4. Кроме того, существуют и частные организации, изучающие этот вопрос, например RAND Corporation5 и ее основные конкуренты Brookings, CableLabs, Mitre и др. При этом не следует забывать и о военных аналитических и научных центрах отдельных государств, в частности о Военном колледже армии США6. Часть аналитических центров активно занимается изучением современной методологии работы с информацией и последствий проведения информационных операций (Российский институт стратегических исследований, Московский государственный институт международных отношений и т. д.). Влияние научного сообщества на методологию исследования информационных операций находит свое отражение в соответствующей политике государств – этим определяется научная ценность и значимость данного исследования. 1. 3 В основе теоретического понимания информационных операций лежат работы классиков теории политической коммуникации: Г.Д. Лассуэлла и Б. МакНейра, которые подробно рассматривали тактику манипулирования и пропаганды, а также П. Лазарсфельда и Р.К. Мертона, Ч.Э. Мерриама, Т.В. Адорно, Г. Маркузе, проводивших теоретико-прикладные исследования по распространению идеи через различные СМИ в целях влияния на массовое сознание и самоидентификацию индивидов. Среди российских авторов следует отметить работы М.М. Лебедевой [1] о стереотипах массового сознания в условиях международных конфликтов, а исследование Т.В. Евгеньевой [2] может использоваться в качестве основного руководства к интерпретации современных информационных операций.
