Abstract

Biological safety is one of the most important components of the overall security system of both individual states and the entire world community. Today it has become quite obvious that the problems of biosafety are more urgent than ever and require the maximum attention of the world community. Against the background of the emergence and spread of diseases caused, as a rule, by dangerous and especially dangerous microorganisms, a number of problems arise in the world not only in the field of health care, but also of a political, social and economic nature. A striking example of this is the COVID-19 coronavirus pandemic that has continued since the end of 2019. The issues related to biosafety in the agricultural sector and ecology are considered. It is obvious that constant monitoring and analysis of a wide range of biosafety problems, early development of measures to minimize the threats of exposure to already known dangerous pathogens not only on human health, but also on the environment, agricultural and food sectors are necessary. The issues related to the development of new research directions that can lead to the creation of biological systems with specified properties and functions that have no analogues in nature are discussed. In research aimed at the development of new biological technologies, to one degree or another related to the production of biological warfare, the primary and mandatory requirement is to ensure the safety of all personnel involved in these works and the availability of well-trained qualified scientists, as well as certified laboratory facilities in which these works are carried out. It is important to constantly pursue the purposeful development of multilateral international cooperation in the field of biosafety, and make creative decisions to ensure it on the territory of the Russian Federation. The importance of Russia's active international participation in solving existing and potential biological threats within the framework of the Biological and Toxin Weapons Convention (BTWC) and the Collective Security Treaty Organization (CSTO) is noted.

БИОБЕЗОПАСНОСТЬ В АГРАРНОМ СЕКТОРЕ
ПЕРСПЕКТЫВЫ РАЗВИТИЯ МЕЖДУНАРОДНОГО СОТРУДНИЧЕСТВА
1 Пандемия COVID-19, длящаяся уже почти два года, затронула в той или иной мере практически все население нашей планеты и не только в плане сохранения здоровья, но и развития экономики, международных связей, возможностей работы, общения и отдыха. Сегодня спрогнозировать ее окончание и глобальные последствия крайне сложно по целому ряду объективных причин, в том числе и росту числа появляющихся новых мутантов вируса с различной степенью патогенности. И все это – на фоне нарастающих проблем, связанных с изменениями климата, которые летом 2021 г. послужили причиной как жаркой и сухой погоды, лесных пожаров, так и катастрофических наводнений по всей Земле.
2 С начала 1990-х годов прошлого века по информации Всемирной метеорологической организации, парниковый эффект на планете, вызванный долгоживущими газами, усилился на 45% [1], причем на 80% этот рост был обусловлен усилением концентрации углекислого газа (CO2). Законы, регулирующие их сокращение, уже приняты рядом государств, в том числе и Россией, в которой соответствующий закон был принят 21 июля 2021 г. [2].
3 Наряду с этим пандемии, в первую очередь вирусного происхождения, с высокой степенью вероятности станут одной из главных глобальных угроз человечеству – это мнение разделяет все больше специалистов из разных стран. Приблизительно раз в каждые 100 лет в истории имели место вспышки той или иной эпидемии и пандемии – чумы, оспы, холеры, а один из наиболее ярких примеров – пандемия, вызванная вирусом “испанки”, которая возникла в начале прошлого века и унесла жизни десятков миллионов жителей Земли [3]. А если представить себе, что в то время в мире существовали бы такие развитые транспортные инфраструктуры, которые есть сегодня, последствия эпидемии “испанки” были бы куда более масштабными. Эпидемии же атипичной пневмонии, возникшие в Азии и Саудовской Аравии в начале XXI в., по степени распространенности и числу летальных исходов были несравнимы с COVID-19, последствия которого во много раз больше и пока не поддаются объективной оценке [4,5].

Можно предположить, что “простые и невидимые” вирусы, которых, совершенно разных и весьма опасных, в природе достаточно, представляют собой реальную и каждодневную опасность для человечества, в отличие от гипотетической угрозы войны с применением химического или ядерного оружия. За два года c начала текущей пандемии COVID-19 в мире от нее скончалось уже более 5.6 млн человек, а в начале 2022 г. – около 7 000 смертельных случаев в сутки [6]. Важно, что вирус постоянно мутирует и его новые мутанты, сегодня это, например, штамм “омикрон”, быстро распространяются по всей планете.

Биологические угрозы, в первую очередь природного происхождения, трудно контролировать, локализовать и предсказывать. Последствия их действий глобальны и практически независимы от социального статуса, гражданской и национальной принадлежности населения. Не менее важно, что пандемия наносит сильнейший удар по всей мировой экономике и, как это видно на примере текущей ситуации, открывает дорогу для манипулирования не только в финансово-экономической, но и политической сферах. За последний год о проблемах, последствиях и опасностях, напрямую связанных с вызванной COVID-19 пандемией, сказано очень много [7, 8]. Эти проблемы все активнее и шире обсуждаются не только учеными и политиками [9, 10], но и общественностью [11, 12], поскольку хрупкость мировой биобезопасности стала как никогда очевидна и реальна. Говоря о политико-экономических обострениях, связанных с пандемией, нельзя не отметить, что против российской вакцины “Спутник V”, спрос на которую растет, ведется масштабная информационная компания, проводимая США, их западноевропейскими союзниками и, что не исключено, Китаем, нацеленная на ее дискредитацию.
