Germany–Russia–EU: triangle of cooperation or contradictions?

Abstract

The concept of Russia’s special role in history and unique features of its civilization casts the following question aside – with whom shall the Russian Federation cooperate for the sake of its development, who are its partners, allies and friends? Does Europe with its high-technologies need Russia or vice versa? What role does or must Germany play in the complex structure of relations between Moscow and other Western countries under the conditions of the tough confrontation between the parties in this “brave new world”, which could not have been predicted by any of experts? The author believes that imperial and messianic thinking in categories “friend-enemy” peculiar to most of Russians has remained unchanged with disappearance of the socialist camp, dissolution of the Soviet empire and the end of confrontation between two systems. It is spread and warmed up by the ruling elite, which is not capable to solve economic problems in the country, but by all means is clinging to power, and to retain, is trying to cut the country off from the globalized world. Now it is important to understand that in the modern world, homeland security is ensured by means of upward economic development as well as integration with the neighboring countries, and these facts remove from the agenda different kinds of threats, fear and mistrust at once. While Europe and Russia need each other, the former in terms of raw material supply and maintaining peace and security on the continent (first of all it concerns Germany), the latter – for technical and technological reasons, profound changes in Russia-EU and Russia-Germany relations will not take place in the short and medium term. The most likely scenario is stagnation as there are no obvious signs of the Kremlin’s readiness to change its policy. At the same time, Russian-European ties in the field of politics and economy will get more and more marginalized, taking into account the tough anti-Kremlin line of Poland and the Baltic states, which Berlin, Russia’s historically preferable partner among European countries, will not be able to overcome alone.

1 Можно ли рассматривать отношения между Россией, Германией и ЕС в виде треугольника? В известном смысле да, если предположить, что эта фигура имеет стороны разной длины, и связь между ее вершинами не жесткая, а достаточно гибкая и эластичная. При этом самая короткая линия соединяет Берлин и Брюссель, а самая длинная – Брюссель и Москву. И если говорить об отличительных чертах этого треугольника, то по линии Брюссель–Берлин он в большей степени характеризуется сотрудничеством, а по линии Москва–Брюссель и Москва–Берлин – явными противоречиями.

3 Ни у кого не вызывает сомнений, что Германия и Евросоюз – это часть западного мира, иными словами, это и есть сам Запад. А что такое Россия, не знает никто – ни сами жители Запада, ни Африка, ни Восток в целом, ни мы – россияне. Россия находится и в Европе, и в Азии, и поэтому никогда не ощущала полной принадлежности ни к одной, ни к другой части света, ни к одной, ни к другой цивилизации. Представления об “особом историческом пути и особом предназначении России”, о “богоизбранности” русских создавались веками и глубоко укоренились в сознании людей. По данным опроса, проведенного по заказу Фонда им. Кёрбера в ноябре 2017 г., только 49% россиян считают, что их страна принадлежит к Европе. Противоположного мнения придерживаются 44% респондентов [1].
4 В силу замкнутости своего культурно-религиозного ареала Российскому государству исторически всегда было свойственно подчеркивать свою уникальную роль, особую миссию в деле защиты православия и православных наций Европы. Многие российские правители опасались негативного влияния западного образа жизни и западных ценностей на национальную культуру и быт, изолировали страну и народ от внешнего мира, что естественно ограничивало поле взаимодействия с Западной Европой и объективно вело к технологическому отставанию от Запада.
5 Русской ортодоксальной элите, долгие десятилетия вынашивавшей мессианскую идею объединения всех православных славян под патронатом Российской империи с непременным получением свободного доступа в Средиземное море, всегда были чужды интеграционные попытки на континенте на иной, кроме православия, основе. Да и непримиримая оппозиция в штыки воспринимала объединительно-примирительные планы западных политиков.
6 Еще в 1915 г. В.И. Ленин в своей статье “О лозунге Соединенных Штатов Европы” писал: «С точки зрения экономических условий империализма, то есть вывоза капитала и раздела мира “передовыми” и “цивилизованными” колониальными державами, Соединенные Штаты Европы, при капитализме, либо невозможны, либо реакционны… Конечно, возможны временные соглашения между капиталистами и между державами. В этом смысле возможны и Соединенные Штаты Европы, как соглашение европейских капиталистов... о чем? Только о том, как бы сообща давить социализм в Европе…» [2, с. 352].
