Abstract

The article analyzes dynamics of basic factors of a modernization process in North Africa. The main driving forces transforming the region’s economic and political systems are identified. The complex interaction of socio-economic, ethno-linguistic, confessional and tribal-origin factors in transformation processes of North African societies is examined. The influence of a terrorist threat and separatist sentiments on socio-political development of the region is evaluated. The reasons impeding/slowing down modernization processes in North Africa are highlighted. These are:1) bureaucratic barriers to reform (especially in Algeria); 2) growth of the instability zone in the region (primarily Libya); 3) weak development of legislation to stimulate foreign investment; 4) inter-country contradictions on key political issues (in particular, on the settlement of the Western Sahara problem, the conflict between Algeria and Morocco caused by the status of border areas). Among factors that stimulate modernization processes in North Africa are: 1) gradual integration into the global economy; 2) activity of young people more susceptible to modernization policy; 3) internal political consensus on the need for modernization; 4) involvement of ethnic and tribal groups in the social life of the countries of the region. The political evolution in North Africa is influenced by some issues – the differences in economic and socio-cultural development, migration flows, the impact of the European Union states. EU leaders are beginning to realize the need to curb refugee flows from the Southern Mediterranean and, therefore, the importance of political stabilization in this region. Modernization processes in North Africa region have their own characteristics (and, accordingly, difficulties) associated, inter alia, with ethno-confessional problems. A positive solution to these problems depends not only on North African authorities and societies themselves, but also on some European countries, the former metropolitan states (primarily France), which still retain some influence in the region. In addition, successful modernization is important not solely for North African countries. Being a kind of bridge between Africa and Europe, they have a strategic impact on solving problems of the entire African continent, not merely economic, but also such as growth of the terrorist threat belt, uncontrolled arms trafficking, the movement of illegal migration flows to Europe, drug trafficking, etc.

1 Проблемами модернизации в развивающемся мире активно занимаются исследователи ИМЭМО РАН в Центре проблем развития и модернизации. В его публикациях, например в фундаментальном труде «"Третий мир": спустя полстолетия», анализируются проблемы модернизационных процессов, происходящих в развивающихся странах, выявляются причины отставания или ускоренного развития того или иного региона [1]. Учеными Института Африки проведен глубокий страновой анализ модернизационных процессов, идущих в арабских странах [2]. И.О. Абрамова и Л.Л. Фитуни во многих своих работах, посвященных Африканскому континенту и проблемам развития, особый акцент делают на роли России в процессе трансформации экономического потенциала Африки [3], а также на необходимости ликвидации внутренних дисбалансов в африканских странах для модернизации всего континента [4].
2 Настоящая статья не претендует на всеохватность избранной темы применительно к рассматриваемому региону. Акценты сделаны на этнокультурном, политическом и образовательном ее аспектах. Затронуты также ее другие стороны, не получившие достаточного освещения в нашей литературе. Кроме того, приведены статистические материалы, позволяющие сделать интересные экономические и социальные сопоставления. Вначале, однако, – некоторые замечания общего характера.
3 Модернизацию можно квалифицировать как процесс форсированного осовременивания тех или иных обществ, приобщения их к научно-техническим достижениям. Для этого обязательны такие предварительные условия, как понимание элитами необходимости "рывка" в будущее, наличие политической воли у "верхов" и их способности мобилизовать социальный и интеллектуальный потенциал общества для достижения намеченной цели. Такая трансформация социума – это одновременно и преобразование традиционных (доиндустриальных) институтов и ценностей.
4 Сложность процесса модернизации заключается в том, что все общества, проходящие через этапы модернизации, представляют собой многоуровневые системы, нередко с различным этническим и/или религиозным составом населения.
5 В Северной Африке траектория и темпы модернизационных процессов "корректируются" таким явлением, как неопатримониализм, то есть сохраняющимся господством политической власти над экономической сферой, ведущей ролью государства в накоплении капитала, а также в соответствующей социально-классовой реструктуризации общества. Можно сказать, что в странах данного региона пока не конституировалась массовая сила, способная проводить модернизацию "снизу"; в особенности это касается социальных слоев и групп с низким уровнем доходов.
6 Среди общих причин, препятствующих или замедляющих процессы модернизации в Северной Африке, нужно также выделить:
  • бюрократические барьеры в осуществлении реформ (особенно в Алжире);
  • разрастание зоны нестабильности в регионе (прежде всего Ливия);
  • слабое развитие законодательства для стимулирования иностранных инвестиций;
  • межстрановые противоречия по ключевым политическим вопросам (в частности – урегулирование западносахарской проблемы, конфликт между Алжиром и Марокко, вызванный статусом приграничных территорий).
