Abstract

The article analyzes the Cyprus problem, which belongs to the most complicated unresolved international conflicts of the 20th and 21st century. The specifics of this conflict are seen through the prism of existing ethnic contradictions between Turkish and Greek populations of the island, as well as of a political struggle between Turkey, Greece and Britain in the Mediterranean in the second half of the 20th century. In this regard, the author makes a comparative historical analysis of the relationship between Turkish and Greek communities on the island. Special attention is also paid to the proposed plans and opinions of Turkish, Greek, Cypriot and UN officials (e.g. Kofi Annan Plan) concerning a significant reduction of tension between the Turks and the Greeks in Cyprus and transition of the conflict to the legal and financial spheres. The author concludes that the main reason for the insolubility of the Cyprus problem is the presence of many obstacles at once – a controversial policy of Turkey, Greece, the UK and the EU in the Mediterranean, the lack of an established Cypriot identity, the unwillingness of countries to make concessions, their economic disagreements, and ignoring of UN resolutions.

ПРИЧИНЫ НЕУРЕГУЛИРОВАННОСТИ КОНФЛИКТА
1 Кипр, имея важное геополитическое положение, долгое время являлся стратегическим объектом политики ведущих государств, а проблема вокруг него представляла важный пункт мировой повестки дня. В разное время остров принадлежал древним грекам, Римской и Византийской империям, крестоносцам, английской короне и Венецианской республике. В 1570–1571 гг. Кипр был завоеван Османской империей, под управлением которой находился чуть более трехсот лет.
2 Начиная с ХIХ в. этнические греки стремились положить конец османскому владычеству и объединить Кипр с Грецией на основе идеи “энозиса”1. После того как в 1878 г. Кипр становится английским, вначале де-факто, при номинальном суверенитете Османской империи, а после Первой мировой войны – уже и де-юре, греческие требования о воссоединении острова с исторической родиной усиливаются. Это было вызвано как борьбой Греции за независимость в 1821–1829 гг. и ростом межобщинной враждебности, так и последующими греко-турецкими войнами 1919–1921 гг. И хотя массовый исход греков из Малой Азии в 1922 г. после победы Турции в войне за независимость нанес серьезный удар по этому движению [1, pp. 4-5], тем не менее в октябре 1931 г. на острове прошла крупная демонстрация греков, переросшая в восстание с требованиями об объединении [2, p. 326]. 1. Энозис (греч. henosis – союз, объединение) – движение за присоединение к Греции; возникло после образования в 1830 г. независимого греческого государства, когда часть греческих земель осталась под властью Османской империи.
3 В ходе Второй мировой войны обе этнические общины приняли участие в британских военных формированиях. Это породило у греков-киприотов широкие ожидания, что по окончании войны Лондон признает независимость острова. Однако надежды не оправдались. В 1946 г. правительство К. Эттли объявило о планах пригласить греческих киприотов для формирования консультативного совета с целью обсуждения проекта новой конституции. Но вместо позитивной реакции, на которую рассчитывали англичане, греческое военное командование не приняло приглашение, заявив, что их единственной политической задачей является присоединение Кипра к Греции [3].
4 Дальнейшее усиление требований со стороны греческих киприотов, а также проведение плебисцита по этому поводу вызвало негодование и у турецкого населения острова, и среди политической элиты Анкары. Британия также отказалась признавать результаты референдума. С этого момента ситуация вокруг Кипра стала рассматриваться в Турции как национальная проблема.

ЭСКАЛАЦИЯ КОНФЛИКТА
6 В апреле 1955 г. началась военная кампания созданной греками-киприотами Национальной организации освобождения Кипра (ЭОКА) против британской армии и этнических турок. В связи с ростом насилия на острове Лондон был вынужден пригласить все стороны конфликта на переговоры, которые, однако, не увенчались успехом, так как не было найдено какого-либо жизнеспособного решения. Турки продолжали поддерживать британскую юрисдикцию над островом, а греки в свою очередь настаивали на энозисе [4, p. 470].
