Аннотация

Импульс к модернизации экономики Мексики, появившийся после принятия закона об энергетической реформе в 2012 г., был существенно ослаблен начавшимся в 2014 г. радикальным падением мировых цен на нефть. Пришедший к власти в 2018 г. А.М.Лопес Обрадор, опираясь на высокую поддержку избирателей, предпринял меры по демонтажу реформы и сохранению в отрасли государственных монополистов, ориентированных на производство энергии на основе углеводородного сырья и ущемляющих интересы частных инвесторов. Это привело к росту недоверия предпринимателей к экономическому курсу президента. Уже в 2019 г. в экономике начался спад, ускоренный пандемией в 2020 г. В наибольшей степени кризисные явления охватили сферу услуг, ряд отраслей обрабатывающей промышленности и нефтедобычу. Резко сократился импорт товаров, замедлился рост экспорта. Факторами, позволяющими удерживать экономику «на плаву», являются соглашение о новой редакции интеграционного договора с США и Канадой (United States, Mexico, Canada Agreement, USMСA) и относительно стабильное финансовое положение страны, чему способствует гибкая кредитная линия МВФ в 61 млрд долл. Существенной поддержкой населения становятся денежные переводы родственников из-за рубежа. Но для решения таких долгосрочных проблем, как неэффективность экономики, коррупция и усиление наркотрафика, президенту необходимо серьезно корректировать свою политику и прежде всего — укреплять конкурентные основы экономики посредством ее либерализации и широкого использования потенциала частных компаний.
