Guatemala: is the corruption invincible?

The article is about the struggle against the corruption and its influence upon the political situation in Guatemala. The author analyzes the class nature of the Guatemalan political system, exposes the highly extended penetration of the criminal structures into the State institutions. A special attention is paid to the social and political forces, which have been doing their best to make halt the struggle with the purpose to keep up the impunity. The author is sure that the Guatemalan State is not able to carry out successfully the task of striving against the organized crime, taking into account the fact that that State itself is, in essence, a criminal structure. In such a connection, he gets doubtful whether Guatemala is a State in the full sense of the word. The conclusion is that it`s impossible to change the political system in Guatemala proceeding by agreement with the elites ruling there. He deems the experience of the International Commission against Impunity in Guatemala, especially with Ivan Velasquez as its chief, is a very good evidence of it: usually torn by internal strife, the elites have closed their ranks in the united rush to shun clearing up the political system. In the author`s opinion, the real transformations in Guatemala can be done only by dint of the revolutionary violence.
