Abstract

The relevance of the study of the legal regulation of international cooperation on the protection of the World Ocean is determined, first of all, by two factors: firstly, the World Ocean is the center of concentration of natural resources and the formation of climatic processes on which the state of the environment depends, and secondly, the irrational use of natural resources of marine spaces, which is expressed, first of all, in their pollution with various toxic materials, leading to mass death of living organisms and air pollution.

The purpose of this study is a legal analysis of the mechanisms for regulating cooperation between states on issues of counteraction pollution of the World Ocean.

To achieve this goal, the following tasks were set: to analyze international treaties on the regulation of environmental cooperation between states in the field of environmental protection of the World Ocean at the universal and regional levels; analyze fundamental scientific research in the field of formation and further regulation of cooperation between states on environmental protection of the World Ocean; directions for further development of cooperation between states in the field of combating pollution of the World Ocean have been determined.

When conducting this research, methods such as systemic, formal legal, comparative legal, historical and legal, as well as methods of analogy, classification, abstraction, analysis and synthesis were used.

Based on the results of a study of international treaties on the protection of the World Ocean from pollution, the authors came to the conclusion that the protection of the World Ocean from pollution has become global, universal. To solution of this problem, it is necessary, focusing on the generally recognized principles of international law, as well as the conceptual provisions of the 1982 UN Convention on the Law of the Sea, to eliminate gaps in modern legal regulation and to develop and subsequently implement into international legal practice norms of international law aimed at protecting environment of the World Ocean from such sources of pollution as Liquefied Natural Gas and household waste that is discharged (disposed) into the Ocean.
