Abstract

The article provides a brief historical and comparative legal analysis of the Russian (1864 - 1917) and Bulgarian (1880 - 1934) models of the justice of the peace and modern out-of-court mediation. The author comes to the conclusion that the justice of the peace court, restored in the Russian Federation (1998), is similar to the unsuccessful model of the Bulgarian one, and the mediation introduced in recent decades cannot achieve the effectiveness of justice of the peace.
