It is emphasized that in the course of this work on the preparation of the nationwide vote, the Institute accumulated creative potential, which earned a high assessment of the academic community - on January 28, 1939, for the first time in the entire period of the Soviet stage of state’s development, legal scholars were elected to the USSR Academy of Sciences. The contribution of scientists from the Institute of Law of the USSR Academy of Sciences to criminology is especially great, the development of norms of criminal law adequate to wartime, the creation of a legal basis for the classification of criminal offenses committed by the Nazis during the Second World War and the Great Patriotic War, determining the address of war criminals.

During the Great Patriotic War, groups of the most authoritative specialists in the field of criminology and Criminal Law, Private International Law, and other branches of jurisprudence emerged.
