Abstract

The article reveals different meanings of the concepts of continuity and immutability of constitutions, their close relationship and different impact on social relations in society and the state. Special attention is paid to the analysis of the provisions of part 2 of article 671 included in the current Constitution of the Russian Federation as a result of approval by the All-Russian vote on July 1, 2020 The article shows the constitutional and legal basis for a new configuration of the content of the concept of "secular state" in connection with this amendment to the Constitution of the Russian Federation and the possible interaction of constitutional legislation with moral principles.
