Abstract

The article is devoted to the study of the constitutional and legal foundations of the formation of the upper House of the Russian parliament. As well as historical aspects of the evolution of the Russian legislative (representative) government body the article focuses on comparative analyses of institutions that influence the structure and status of the upper house of parliament in Russia and other countries. The empirical basis of the study was made up of normative sources, among which the current and expired normative acts of the USSR, the Russian Soviet Federated Socialist Republic and the Russian Federation in addition the work analyzes the provisions of the 2020 Law amendments to the Constitution of the Russian Federation, defining the new status of senators of the Russian Federation
