An overview of the scientific discussion held on December 12, 2019 at the Russian state University of justice in the framework of a scientific and practical "Round Table" on the topic "Implementation of the principles of Constitutional Law - the basis for ensuring law and order" is given. The "Round Table" was supported by an RFBR grant (project number 19-011-00058 A). The priority direction of its work was the discussion of theoretical and practical problems of implementing the principles of Constitutional Law. As a result of the discussion, there was a General opinion that it is important to understand how the principles of Constitutional Law function in reality and in what form they are implemented. The effectiveness of the principles is the basis for stability and sustainable development of the Rule of Law, since they act as barriers to the deformation of the norms of Constitutional Law. Arbitrary interpretation of the principles of Constitutional Law is dangerous for practice, therefore, it is necessary to specify them.
