Abstract

The author, considering the current state of the legal support for the organization of science in the Russian Federation and its basis – the Russian Academy of Sciences (RAS), comes to the conclusion about its extremely negative state. But science is the main, if not the only real driver of the progress of human civilization, and its effectiveness directly depends on the state of its legal organization, and therefore on that depends the condition of the society and state: whether there will be development (and in which direction), stagnation or degradation. The article substantiates the need for a radical improvement of the legal basis of the organization and activity of the RAS and all science in Russia, and as its foundation the introduction of a separate article on science to the Constitution of the Russian Federation is proposed. The contours of the draft of the four parts of this article are proposed with the subsequent development of the regulation of this sphere by the relevant federal legislation.
