Abstract

The research message of the security relevance through the legal Institute of constitutional duties of a man and citizen is due to the awareness of this issue importance at the current stage of society development. Current trends give reasons to believe that issues related to the positioning of the institution of constitutional duties of a person and a citizen as a significant legal tool designed to ensure the security of the state as a whole are of current importance. The author defines the institution of constitutional duties of a person as universal complex means of ensuring effective public administration in the sphere of security. As a result of a comprehensive analysis of the legislation in this area, the author proposes to make appropriate additions to the articles of the Federal Law "On security" and the Concept of public security in the Russian Federation. The author comes to the conclusion that high-quality security of the state is achieved not only through the consolidated work of all public authorities, but also through the effective implementation of the constitutional duties of institution norms of a man and citizen.
