The Arab-Israeli Rapprochement: A Search for New Normality?

Abstract

The process of normalization between Israel and the Arab countries, which was initiated by the peace treaty (the Abraham Accords) between Israel and the UAE, was a surprise not only for the international community, but also for specialists. The sharpness of the contradictions and the irreconcilability of the parties, caused by the clash of different nationalist aspirations, historical narratives, inter-ethnic and inter-religious contradictions, seemed to leave almost no room for compromise, despite numerous attempts by mediators to facilitate talks between the opposing parties. The intractability of the conflict was the result of the formation of the Palestinian problem, which became a symbol of the common struggle for justice, seasoned with the bitterness of defeat both for the Arabs and for a significant part of the Muslim world.

 The current normalization has become possible due to several fundamentally important changes in the region. First, the Palestinian problem has ceased to politically dominate national interests of individual Arab countries. Second, the security uncertainty in the Gulf caused by policies of regional powers and by a prospect of reduction of the US direct involvement has become a most important driver. Third, the peace accords have been preempted by the formation of ties in the field of business, trade, transport corridors. Forth, the settlement is conceived by the former opponents as a broad process that demands the creation of a tolerant social atmosphere. However, if normalization remains to be primarily focused on countering Iran, the prospects for its development and for the accession of new states may easily loose its dynamics.

Ближневосточный конфликт как модель затяжного противостояния

Арабо-израильский конфликт вошел в историю как очень плохо поддающийся урегулированию; порой он воспринимался непосредственными участниками и внешними силами как безнадежный. Анализу его причин, движущих сил и динамике посвящено огромное количество работ ведущих отечественных, западных и ближневосточных экспертов. Среди них можно выделить несколько, имеющих более непосредственное отношение к затрагиваемой теме как в теоретическом, так и в прикладном плане, в которых сделан упор на анализе факторов, ставших непреодолимыми препятствиями на пути урегулирования.
2 Арабо-израильский конфликт в контексте глобальных и региональных международных отношений был рассмотрен выдающимся российским ученым и политиком академиком Е.М. Примаковым [Примаков, 2016] через призму сложнейшего переплетения интересов, амбиций, стратегических целей и тактических задач различных игроков.
3 Противоречия, которые носят для каждой из сторон ценностный характер, анализировались известными учеными, в том числе академиком В.В. Наумкиным [Наумкин, 2020], ведущими западными специалистами Д.Л. Горовицем [Horowitz, 1985], Дж. Бертоном [Burton, 1990]. В своих работах они убедительно показали, как особенности локальных культур влияют на поведение их носителей, как традиционное самовосприятие сторон способствует зарождению и развитию конфликтов. Ценностный характер конфликтов является производным от уровня вовлеченности в них отдельных этнических, религиозных, конфессиональных клановых и племенных групп, использующих идентичность как маркер принадлежности к «своим» и противопоставления себя «другим». Символизм действий и восприятий определяет взаимное отторжение даже в тех случаях, когда приземленные прагматические соображения диктуют более терпимое отношение к противоположной стороне.
4 Способы преодоления разногласий являются частью технологического подхода к конфликту, позволяющему вычленить основные противоречия и предлагающему методы снижения их интенсивности. Проблемам технологии и теории урегулирования конфликтов посвящены работы российского ученого М.М. Лебедевой [Лебедева, 2010]. Среди западных специалистов можно назвать Р. Фишера и У. Ури [Fisher, Ury, 1991]. Особое место занимают в этом ряду работы К. Митчелла [Mitchell, 1990], подробно рассмотревшего способы достижения компромиссов, различные сигналы, направляющиеся оппоненту, особенности поведения сильной и слабой сторон в конфликтах, роль медиаторов. В работах Й. Галтунга [Galtung et al, 2002] и Л. Крисберга [Kriesberg, 1992] особое внимание уделяется проблемам трансформации неразрешимых конфликтов под влиянием изменения внешней среды и внутренних балансов.
5 Наконец, следует упомянуть работы американского политического деятеля и аналитика Г. Сондерса [Saunders, 2001], разработавшего теорию устойчивого общественного диалога как вспомогательного механизма урегулирования, позволяющего создать новую атмосферу большего доверия между обществами и активизировать роль граждан, готовых брать на себя ответственность за «разговор с врагом».
