Abstract

The article is devoted to the consideration of the situation of Arab parties in Israel. In the course of studying the problems, the dynamics of their transformation in the ideological aspect and in the political system of the country was analyzed. It was revealed that minority organizations have come a long way from satellites of major Israeli parties to the formation of independent platforms, which subsequently received the impetus for unification. Initially, the position of the satellites is explained by the general strategy of the country’s leadership, which sought to keep the mood of the Arab sector under control. All the lists were created with the help of the Mapai by the Arabs, who established contacts with Jewish movements during the period of the British Mandate, and also provided them with support in the struggle for independence and in confrontation with the Palestinians. By the 1970s minorities sought to enlist the support of the communist RAKAKH, believing that it represented an alternative to the Ma’arakh. Since the 1980s. Arabs, together with Jewish politicians, began to create movements that were characterized by radical ideas. By 2000, four main parties were entrenched in the political process: the United Arab List, KHADASH, TAAL and BALAD. Trends since 2015 demonstrate their ability to form a single platform aimed at getting more votes from voters. The current situation by the beginning of 2020 demonstrates that the Israeli government must take into account the opinion of the Arab parties that have received the right to influence the political process in the country.

1 После образования государства Израиль в 1948 г. на его территории остались палестинские арабы, некоторые из них установили контакты с еврейскими общинами еще в период британского мандата. До проведения первых выборов встал вопрос о вовлечении представителей данного этноса в политический процесс. Крупные израильские партии не могли их включить в свой состав, и в результате была реализована идея о создании партий-спутников. Длительное время арабские политики оставались зависимыми от МАПАЙ, а затем Маарах и РАКАХ. К 1980-м гг. арабы приступили к формированию своей жизнеспособной платформы, которая позволила им набирать голоса для прохождения в Кнессет. К 2015 г. они получили опыт объединения партий, что дало им весомую роль в законодательном органе, однако это не исключило внутриполитических трений и расхождения позиций по внешнеполитическим вопросам. Выборы 2020 г. продемонстрировали, что арабские партии стали силой, с которой израильские лидеры вынуждены считаться. Однако при принятии судьбоносных решений они не обладают влиянием для блокирования решений руководства страны.
2 СПУТНИКИ МАПАЙ
3 После образования независимого Израиля в 1948 г. арабы, проживающие в Галилеи, Негеве и восточной части Саронской долины, столкнулись с введением режима военной администрации. Государство не обеспечивало их безопасность, и по любому подозрению жители этих районов могли быть арестованы или депортированы. Также им запрещались любые контакты с арабами за рубежом. В таких условиях преимущественно на диалог с израильскими властями шли зажиточные слои. Для сохранения своего имущества и достатка они старались не перечить правящим кругам и проявляли пассивность [Государство Палестина, 2018, с. 116].
4 Начало политической деятельности израильских арабов было связано с формированием партии Демократический список Назарета в 1949 г., ее основателем стал Сейф ад-Дин Аль-Зоаби, представитель арабо-мусульманской семьи Зоаби, которая возводила свое происхождение к пророку Мухаммеду. Согласно местной прессе, семья Зоаби поддерживала тесные контакты с еврейской общиной [Бэ-Кфар], с 1930-х гг. ее члены выступали посредниками в продаже деревенских земель новым переселенцам. Когда арабо-израильская война 1947-1949 гг. подошла к активной фазе, Сейф ад-Дин настоял на том, чтобы весь клан перешел на сторону военной еврейской организации Хагана и отказался от союза с Арабской освободительной армией. Практически вся семья Зоаби вскоре приняла власть Израиля, а во время военных действий участвовала в разведывательных операциях в Назарете [Morris, 1987, pp. 99-100].
5 Премьер-министр Д. Бен Гурион сомневался в возможности включения арабов в политический процесс Израиля, так как не верил, что хотя бы один из них может быть верен сионизму и еврейскому государству. Но вскоре идея о формировании отдельной партии способствовала тому, что Сейф ад-Дин создал Демократический список Назарета, который был спутником МАПАЙ. При этом, как отмечает российская исследовательница Т.А. Карасова, с самого начала арабские партии придерживались «антисионизма» и продолжали бороться с сионизмом с позиции национально-территориального конфликта [Карасова, 2001, с. 147]. В ходе предвыборной кампании Сейф ад-Дин смог заручиться поддержкой своего клана. Но, по оценке ученого О. Штенделя, он так и не смог стать лидером в глазах арабской общины в Галилеи и Назарете [Stendel, 1995, p. 85].
