Abstract

After the Arab Spring, the domestic political situation in Kuwait is in a state of stagnation. In 2011, there were massive popular protests in the country led by the parliamentary opposition, directed against the arbitrariness of high-ranking officials and for the implementation of political reforms. The protests ended after the resignation of Prime Minister Nasser Muhammad al-Sabah, accused of corruption, which was the main demand of the protesters. 

In subsequent years, the confrontation between the parliamentary opposition and the government became permanent and led to a series of political crises. Changes in the composition of the parliament that took place after next elections did not change the current situation. The author's analysis of the activities of both parties demonstrated  that this state of things is caused, on the one hand, by the policy of the authorities, who sought to avoid serious shocks and not upset the existing balance of power. The maintaining the status quo, which became the main goal of the ruling elite, was demonstrated during the period of power change in the country after the death of Emir Sabah al-Ahmad al-Sabah in 2020. The new emir Nawaf al-Ahmad al-Sabah continued the political course of his predecessor. On the other hand, such a policy continuity is in the interests of the Kuwaiti society, which was also not determined to change. It sought to maintain stability in the face of an aggravated regional situation. That is why the national idea of “unique family of all Kuwaitis” persists.

1 Протестные акции, проходившие в Кувейте в 2011 г., не носили антирежимного характер и не привели к изменениям внутриполитической ситуации. Они возникли под влиянием информации о народных выступлениях в Тунисе и Египте. Связь с событиями Арабской весны прослеживалась и в том, что инициатива их проведения исходила со стороны молодежных организаций, сформированных по примеру этих двух арабских стран.
2 28 февраля 2011 г. в социальных сетях было распространено воззвание молодежной группировки «Кафи» («Довольно»). В Египте активное участие в протестах принимала молодежная группировка с тем же названием «Кифая» («Довольно» на египетском диалекте). В воззвании содержались призывы «покончить с неэффективностью деятельности правительства, признать право на существование политических объединений, развивать гражданское общество, предоставить свободу выражать свое мнение». В нем также содержалось требование «бороться с финансовыми нарушениями, совершаемыми представителями власти» [Al-Haraka, 2012]. Как и в Тунисе и в Египте, образованная молодежь – «эта сама динамичная и современная часть общества», по оценке В.В. Наумкина, стала в Кувейте главной движущейся силой народных выступлений» [Наумкин, 2012, с. 7]. Однако такой вывод отвечает реалиям лишь начального этапа протестных акций.
3 Первая демонстрация протеста в Кувейте прошла 8 марта 2011 г. В ней приняли участие не только молодежь и общественные активисты, но и представители парламентской оппозиции, в которую входили исламисты – организации, представлявшие «Братьев-мусульман» и салафитов, а также сторонники либерализации и демократизации политической жизни. В дальнейшем протесты проходили под руководством парламентской оппозиции, которая, используя протестные настроения, усилившиеся в кувейтском обществе, продолжила наступление на правительство, которое оно вело, начиная с 2006 г., когда премьер-министром был назначен Насер аль-Мухаммад ас-Сабах.
4 В мае 2011 г. в Кувейте прошла целая серия митингов и манифестаций с требований отставки правительства. Во время акций протеста представители молодежных организаций выступали с призывами о создании «конституционного эмирата» и «снижении роли правящей семьи в органах исполнительной власти», однако парламентская оппозиция их не поддержала [Al-Kuwait: tazahura, 2011]. Оппозиция не была готова выдвигать требования, которые означали бы наступление на властные позиции правящей семьи.
5 Митинги и демонстрации протеста проходили под лозунгами отставки премьер-министра и борьбы с коррупцией. 22 сентября 2011 г. тысячи кувейтских граждан собрались перед зданием парламента с теми же требованиями. Было объявлено о формировании объединения «Долой взяткодателей и взяточников». На митинге выступали депутаты, которые обвиняли власть в бездеятельности и нежелании положить конец коррупции. Они требовали предать взяточников суду.
