Abstract

The article examines the current problems associated with the post-war reconstruction of Syria. The author makes an attempt to consider the possibilities of renovating the economy and its material and technical base in the light of the very complex problem of choosing approaches to the goal, when the state and society are faced with the need to search for a rational relationship between national business and foreign capital. In fact, this refers to what of two platforms will be preferred - statist or neoliberal, on which the form of Syria's existence in the future depends. The article also focuses on the desire of the Western establishment to actively escalate the situation around and inside Syria and prevent large-scale reconstruction work on its territory, while gradually building schemes for penetration into the country's construction complex, knowingly providing itself with a competitive advantage in the struggle for business and political interests in this gigantic construction works market. The author concludes that Syria's prospects for an independent way out of the situation are unclear. The country's leadership will have to show considerable ability to maneuver in the complicated political and international situation, which is still being formed with the participation of Russia, Iran, China, but into which other “stakeholders” represented by the Arabian monarchies and Western financial institutions will be introduced as the problem of sanctions is resolved.

Cирия «под прицелом» инвесторов

2 Ситуация в поствоенной Сирии потенциально привлекательна для промышленно и технологически развитых стран, которые «ведут» страну уже минимум с 2016 г. как объект для инвестиций с целью получения контрактов и возможности влиять на положение дел в ней. Подтверждение этому - Всемирный банк, который развернул интенсивную деятельность по сбору экономической информации о стране и приступил к подготовке досье в предвидении возможного участия в реконструкции ее после окончания разрушительной войны с Исламским государством.

Внутри банка был создан центр Сирийской информационно-исследовательской инициативы, в задачу которого входит определение перечня необходимых ресурсов и каналов их поставок. Тогда же принимается решение о Фонде предварительных закупок строительных материалов и их складировании на территории ближневосточных государств в расчете на то, что в последующие десять лет могут потребоваться до 530 млрд долл. для восстановления нормальной жизни [Бассам Абу Абделла]. Чтобы планировать работу, фонд должен заручиться донорской и коммерческой поддержкой и наладить контакты с партнерами, заинтересованными в получении преференций при приобретении строительных материалов в регионе [The Importance of Planning].

4 Фактически, несмотря не жесткую риторику в адрес Сирии, требования изменить политическую систему страны в соответствии с западными предпочтениями и масштабное и истощающее санкционное давление, коллективный Запад не выпускает из поля зрения экономические аспекты развития страны, понимая, что отторжение Сирии не будет вечным. Признавая ценность ее как валового потребителя инвестиций, капитальных товаров, огромных товарных количеств материалов и продуктов самого разного назначения, деловой мир Запада не сомневается в том, что у него будут возможности и ресурсы, чтобы накачивать сирийский рынок товарами промышленного характера и технологиями.

Западные монополии дистанционно примериваются к решению конкретных вопросов реконструкции страны и создают информационную базу под интересы «стейкхолдеров», которые приложат все усилия, чтобы участвовать в восстановительных процессах. Если разрабатываемые банком, как лидером такой инициативы, наброски освоения сирийского экономического пространства будут восприняты, то в зону его внимания попадет множество объектов от инфраструктуры до недвижимости. Последней посвящены несколько крупных исследований городской среды и коммунальной инфраструктуры. Собственно промышленные объекты с длительным периодом оборота капитала, возможно, изучаются на уровне отдельных строительных или подрядных компаний, которые имеют свои подразделения для разработки заданий, проектов и т.п. Возможно, конечно, что планы носят и более конструктивный характер, и то, что может предлагаться на первых порах, рассматривается, как некая обкатка последующих масштабных объектов.
