Abstract

The article deals with the situation in the Sunni political circles prior to the seizure of Mosul by ISIS in 2014 and within the period between the 2014 and 2018 parliamentary elections. The 2014 catastrophe, when the federal government lost control over vast territories in the west and north of Iraq, was to a large extent provoked by the policies of Shia-dominated Baghdad towards the Sunnis. A strong impetus to the Sunni political establishment marginalization was created by American occupation in 2003, propagandistically advocated by the need to liberate the Shia majority from the dictate of Sunni minority. The Sunnis grievances, largely ignored by the new authorities, eventually found output in strenuous opposition to Baghdad, sometimes going as far as to supporting the ISIS, at least verbally. The "catastrophe" of Mosul pushed the Sunni politicians to search compromise with Shia players, primarily with those of secular patriotic views (like al-Abbadi and Allawi). The ambitions of Sunnis were thus drastically moderated as they faced the imperative of proving their loyalty to the federal state while their provinces were under the "Islamic State" occupation. This actually put an end to the autonomists aspirations and in general lowered the intensity of sectarian confrontation. The Sunni politicians started moving closer to moderate Shias, whose popularity began to rise respectively. This trend resulted in 2014 in changing the antithesis of Nuri al-Maliki and Usama an-Nujeifi by incomparably more constructive duet of Haydar al-Abbadi and Salim al-Jabburi as the prime-minister and head of parliament.

СУННИТСКИЙ ПОЛИТИКУМ НАКАНУНЕ КАТАСТРОФЫ 2014 ГОДА

2 В июне 2014 г. «Исламское государство» установило контроль над Мосулом, административным центром северо-западной провинции Найнава, населённым преимущественно суннитами, ранее захватив обширные территории к западу от Багдада. Эта катастрофа случилась не мгновенно – ей предшествовал целый ряд событий, ставших дурными предзнаменованиями для молодого иракского государства. В конце декабря 2012 г. суннитские районы Ирака охватили массовые протесты. Непосредственным поводом для их начала стал штурм дома министра финансов, суннита Рафи аль-Исави силами безопасности Ирака и арест 10 его телохранителей. Начавшись в Эль-Фаллудже, выступления суннитов перекинулись на другие города «суннитского треугольника» к западу и северу от Багдада. Их участники заявляли о неприятии политики премьер-министра Нури аль-Малики как проишиитской и антисуннитской. В шиитских районах начались встречные выступления в поддержку аль-Малики. Премьер наносил удары по демонстрантам-суннитам, используя контролируемые им силовые структуры. 23 апреля 2013 г. военнослужащие иракских вооружённых сил осуществили рейд против протестующих суннитов в города Хавиджа к западу от Киркука, в ходе которого были убиты десятки людей [Al-Hukuma, 2013].
3 Обстоятельства падения Мосула были противоречивыми: отряды федеральной полиции четыре дня с оружием в руках пытались удержать город, а армия, в том числе гарнизоны, дислоцированные в непосредственной близости от города, не вмешивались в боевые действия. Деморализованные межконфессиональными противоречиями и коррупцией армейские подразделения уклонились от боёв и после захвата Мосула экстремистами. Под контроль боевиков попала обширная территория на севере и западе Ирака. Хотя завоеватели и заявляли о своей принадлежности к суннитскому исламу, их «успехи» знаменовали начало весьма трагического периода для суннитской общины страны. Суннитские политические лидеры оказались в сложной ситуации. С одной стороны, они были под подозрением у стремительно дезинтегрирующейся государственной власти, где тон задавал не склонный к проявлению терпимости шиитский политик Нури аль-Малики. С другой, их жизни угрожали окопавшиеся на севере и западе страны игиловцы, руки которых легко могли дотянуться до Багдада. Аль-Малики противостоял не менее бескомпромиссно настроенный председатель парламента Усама ан-Нуджейфи, обвинявший шиитский политикум во всех бедах страны.
4 Сформированный по итогам выборов парламент, собравшийся на первое заседание 1 июля 2014 г., не без труда избрал председателем Салима аль-Джаббури, утвердил в должности президента курда Фуада Маасума, а тот в свою очередь поручил сформировать правительство умеренному политику-шииту Хайдару аль-Аббади, с чем последний успешно справился. По сравнению с непримиримыми аль-Малики и ан-Нуджейфи, аль-Аббади и аль-Джаббури были гораздо больше открыты для компромисса, что, несомненно, положительно сказалось на ситуации в государстве.
