“Grain Breakthrough”: Present Cooperation between Russia and GCC Countries in the Food Sector

Abstract

The paper examines the problems and prospects related to the role of Russian food in the markets of the GCC countries in a dynamically changing international environment. The current bifurcation of the existing world order makes it possible to analyze the role of Russian agro-industrial exports not only as a profitable budget item, but also as an effective tool of soft power, creating a basis for further interaction between Russia and Arab countries of the Persian Gulf that are serious about the problem of food security. Based on statistical data from open sources and statements by several officials, the author analyses how cooperation has changed and transformed in recent years, its current state, prospects for further development and existing barriers preventing the deepening of cooperation. Contemporary projects and initiatives of the countries to increase investment cooperation in the field of agriculture, the participation of Russian producers at thematic events organized by the GCC countries are considered. Analyzing the general trends in the development of relations between Russia and the GCC countries in the field of agriculture, as well as the dynamics of cooperation in the industry with each of the member countries of the GCC, the author proves that the current international environment provides a unique opportunity for the evolution of the role of the Russian agro-industrial complex in ensuring food security in the Arab countries of the Persian Gulf.

1 Современная международная экономическая система представляет собой пространство больших рисков и больших возможностей. На фоне изменения традиционных товаропотоков и цепочек поставок происходит масштабная реструктуризация мировой торговли. В особенности это коснулось нашей страны, которая в условиях колоссального санкционного давления со стороны Запада столкнулась с необходимостью серьезных преобразований в сфере внешней торговли. С другой стороны, этот фундаментальный вызов экономике страны стал катализатором смены приоритетов и стремительного развития партнерских отношений на новых направлениях.
2 В частности, данные изменения были отражены в обновленной Концепции внешней политики Российской Федерации 2023 г., в рамках которой ранее считающиеся «второстепенными» региональные направления (Исламский мир, страны Латинской Америки и др.) обрели новое значение в том числе и в свете перспектив развития экономического сотрудничества. Поскольку российский экспорт все больше смещается в сторону стран Азии, Ближнего Востока и Африки [Михалева, 2019], в Концепции внешней политики отмечается необходимость формирования «сотрудничества на основе объединения потенциалов всех государств и межгосударственных объединений регионов, включая Лигу арабских государств и Совет сотрудничества арабских государств Персидского залива» [Указ Президента… 2023, ст. 56].
3 Несмотря на то что у России существуют давние традиции экономического сотрудничества со странами Совета сотрудничества арабских государств Персидского залива (ССАГПЗ), в текущих реалиях появляется необходимость его расширения, создания новых и развития старых каналов взаимодействия. Эта необходимость обусловлена рядом факторов. Во-первых, ССАГПЗ является масштабным интеграционным объединением, совокупный ВВП членов которого сопоставим с российским, и является тем самым одним из перспективных рынков сбыта российских товаров. Во-вторых, несмотря на неоднородность подходов различных стран-членов ССАГПЗ к отношениям с Россией, ни одна из них не была внесена в перечень «недружественных» государств и не ввела санкций против России после начала Специальной военной операции на Украине, что показывает определенный уровень устойчивости и стабильности в отношениях между странами.
4 При этом существуют и очевидные препятствия на пути развития экономических отношений, среди которых наиболее значительным по всей видимости является схожая отраслевая специализация государств. Как Россия, так и страны ССАГПЗ в своей внешнеторговой деятельности во многом опираются на доходы от продажи минеральных ресурсов, что в свою очередь может придавать экономическим отношениям скорее конкурентный, нежели кооперативный характер [Шкваря, 2023, с. 238]. В связи с этим нахождение «точек соприкосновения», в которых возможно достижение взаимодополняемости экономик, приобретает особую значимость.
