“Порочный круг” постсоветского неопатримониализма

Аннотация

На протяжении постсоветского периода Россия и ряд других государств пытались воплотить в жизнь планы социально-экономических реформ, опираясь на политические институты неопатримониализма. Этот политико-экономический порядок, сформированный в интересах правящих групп, задает основные параметры функционирования государства, политического режима и рыночных отношений. Он создает многочисленные негативные стимулы в управлении государством и экономикой, связанные со стремлением акторов к максимизации извлечения ренты. Попытки проведения реформ все чаще наталкиваются на несовместимость задач модернизации с институтами неопатримониализма, а стремление устранить эти противоречия с помощью частичных и компромиссных решений подчас приводит к ухудшению ситуации по сравнению с сохранением status quo. Отсутствие у правящих групп стимулов к институциональным изменениям, которые могут ослабить их политическое и экономическое господство, создает “порочный круг”: реформы не дают ожидаемой отдачи либо оборачиваются непреднамеренными и нежелательными последствиями. Каковы возможные внутриполитические и внешнеполитические стимулы к отказу постсоветских государств от политических институтов неопатримониализма и их последующей замены “инклюзивными” экономическими и политическими институтами?
