Abstract

Nowadays the problem of the development of international cooperation in the fields of science, education and culture turns to become a priority issue for the state policy, for it becomes a factor of high weight as to the prospects for a state as to the position it would obtain in the global world in the future. The effectiveness of legal regulation development for the fields pointed above could make a significant contribution to the realization in full of the state's potential in the fields of science, education and culture growth
